    If you went back to some low level traders in say Klamath or The Den you should be able to test it there with your 38 points, if you already did that with no effect it seems pretty weird.

    It might be that barter skill doesn't affect prices linearly, but that the skill of the vendor and yours are compared, and you have to "beat" him to get a lower price, or something along those lines. Not sure if anyone knows the exact maths behind it all. So it could be that you'd need 100ish...

    The agriculture or crop rotation is unmarked, if you have science 40+ you will get a conversation option with a farmer telling him about it and some xp as a reward. If you don't have science 40+ you can still use 'tell me about' and get the xp anyway.

    If maually starting combat and ending your turn doesn't fix it, punching the container-bugged NPC has always worked in my current game. First time I ever encounter the bug, probably influenced by it being my first Jinxed run and so missing turns and such is a lot more common for companions.

    Sounds like a sound file problem to me. The restoration project had a problem with Fallout 1 sounds way way back if you installed one of the extras that came with it, I don't know which version you're using, if this doesn't help maybe try asking @killap.
