That's a problem with the patch000.dat file, it overrides anything in the data folder where the fallout2.exe is located. Delete it and see if something happens.

Agatha is probably not present because you did not enable the option for her in the installer for 7.1.

I myself am not sure about it, but RP 2.3.4 is in a hypothetical development hell with all the bugs reported on the corresponding Vault-Tec Labs wiki page.
