"16+" vs "M"

Can anyone say definitively what, if any difference there is between the releases of the first three Fallout games rated "Mature" and those rated "16+"?
From what I've heard, the "16+" may be the EU release, which would presumably mean that the only difference is the presence (or absence) of children. If that's the case, I understand the scripting for the children was left in, but the sprites removed. How easy is it to patch this and put kids in the EU version?
In essence; my question is this: if I am buying the "16+" version of the Fallout Trilogy Pack, am I buying the full game? If not, how easy/hard is it to fix?

dont go crazy with mods on your fist playthroughs, get the children fix, and maybe the NPC armor mods, the rest save for your 30th playthrough.
 
Just be sure to get the unofficial patches for 1/2 as well. And to remember that Tactics is gonna need a different type of gaming style to really enjoy. If the trilogy pack is the one I have, they will all work fine. As well as any no-cd patches you DL. (If buying it on CD).
