Can not play Fallout Tactics online

I Can not play Fallout Tactics online i wish to play online with my friend. I have read something about having to do with Game Spy or Game ranger, To connect through either one. Or something like that. So i need advice on what i should do. i have tried connecting through via ip but nothing worked so far

Well, gameranger should work, but windows firewall needs to let the game through.
What remains of the old Fot community resides on CoopNet though.
If you drop by, someone will help to get it to work.
It's a complicated matter.

You partially answered my question, So What do i do on game Ranger? Or do i just allow it through my firewall to play. I'm sorry i just got into this game and it seems complicated to me. Do i just make a Game Ranger account and ask around, Or can you be more specific.
