Character gen program?

Is there such a thing as a separate character gen program for Fallout 1/2? Something where I can just build characters?

Just use a pen and paper. Fallout doesn't have a lot of complicated math to it.

Unlikely.
Even the first Fallout is protected by copyright, so the core mechanics and rules cannot be ripped out and used separately at some website.
Those Bethlawyers are pretty zealous.

Well, such generators exist for FOnline (2238), but the FOnline games differ a little bit from the original games (traits, perks, etc).

Indeed, there should not be any planing needed. In both Fallout games you end the game before you reach maximal level. Fallout Character planing is not as complex as Arcanum one, since you reached lvl 50 pretty soon and you've got only 64 points. And there always was something good to put your points in.

FO1 had a cap of twenty one? I hit it before, though I was actually trying to.
