Choppy scrolling

Where'd That 6th Toe Come From?
This game has a micropause-filled scroll for me that causes the game to feel incredibly choppy.

-My hardware is so good it's bad so that's not it. GTX275 / Core 2 Duo @ 2.33 ghz / 3gb ram
-Windows XP
-Patched to 1.27
-Tried compatability modes
-Task Manager says its not filling up my page file, though it is filling up my second core pretty decently. Doing the Affinity trick didn't help.
-FRAPS says the framerate is 400+ at all times. Trying to force vsync didn't change a thing. Turning off anti aliasing doesn't help.
 
Same here, it was like that on my old computer (p4) and to my surprise it is still the same on my 'new' computer. (i7 4890 6gb ram vista x64.)
 
Same here I've tried lots of stuff but nothing worked. Back in the days I thought it was my pc but I started out with a p3 500mhz and 128meg ram and its still the same on a 3.2ghz c2d with 4gigs. Personally I think its the game's engine or that the hdd is limiting the performance (not very likely thiough). Someone who has this game installed on an SSD should report if theres still this terrible choppiness going on. But it doesn't really makes sense so its probably the engine and apparently most folks dont seem to bother or think that that is the way games should run.
Anyways there was 1 program that kinda helped a little I think it was called FOT Booster and what it did is unpack all the crap in the game folder which essentially just saves cpu cycles when accessing the data so again it doesnt really makes sense.
I've been looking all around and I gave up hope of ever being able to remedy this I guess you should too. There is no cure for crappy engines.

I still have one idea though and that is that the game probably restraints itself to a fraction of todays available memory (both vram and ram). Many games, especially the older ones do that even Fallout 3 does it. (there are cache limits set in some ini that are ridicoulisly low imo..if you alter those the game runs smoother less choppier...mind you that this, just like with fot, is not about fps it's about the other choppiness)
