Well, to actually answer your QUESTION... You gotta "cheat" the Deathclaws in the Divide. Unlike the ENTIRE rest of the game, enemy encounters in the Divide (at least until you finish the DLC) are scripted. Even if you HAD decent (or stellar) Sneak, enemies would detect you, because their scripting prompts them to know where you are, and hunt you down. Since you've killed Rawr, that means you've managed to pass the High Road, but unless you dealt with it, there's one Deathclaw that's scripted to spawn ON TOP OF YOU when you inspect a trailer, which is tricky to avoid. This happens with Tunnelers all the time, and plenty of Marked Men, as well.
The Deathclaws will be the least of your worries if you abuse the Flare Gun. The very first time I encountered Rawr, I got a VERY lucky critical hit on him, and managed to take him down with just 2 Sniper Rifle shots to the face. But for a while after that, when I replayed it, he would mercilessly, effortlessly murder me. I struggled with Rawr for a good hour before I finally just used a Flare Gun... and he became a joke! Hence what I said about "cheating". I know that's what the weapon was intended for, but it still seems cheap, to me. However, the Lonesome Road enemy scripting IS ridiculous, so at least for the duration of that DLC, it feels as if turnabout is more than fair play. =)

I don't play beyond Hard difficulty, however, and wouldn't recommend it. What the Oblivion Engine calls "difficulty" is just tedium, not challenge. More hit points doesn't make things harder, just silly. On the other hand, I'm looking forward to trying the game with J.E. Sawyer's Difficulty Mod very soon! =D
