Editing FRM file.

I'd like to edit some pixels in the FRM image file. I've saved the FRM to 8-bit indexed BMP (using F2wedit). I'm going to use Photoshop to edit the bpm but have some doubts. When I've loaded the palette from that image it turned out that the image palette is totally different from the Fallout 2 "global" palette (Default.ACT found in FRM animator 2.51 pack). Why do they differ? Why does this guide recommends to use the Fallout color palette (Default.ACT), not the image self palette?
 
It depends on the image ... some have their own palette. It's not all the same and depends on where it is used.
