So I killed Smitty because I didn't want to pay for the car and afterwards I attempted to repair it. As you may have guessed, I was unsuccessful. Is it even possible to repair the car without smitty? Could you tell me what repair level I have to be? P. S. Yes, I have the car parts and I have attempted to use the car parts on the car multiple times.

No, I don't think you can do it yourself.
Yes you can do it yourself, but only if your repair skill is over a 100. It's a roll check though so with your repair skill at 101 you will make the check once in 100 tries, and with a skill of 200 you'll make it every time.
If you are playing with the unofficial patch or the Restoration Project you can also install the Fuel Cell Regulator yourself (in vanilla you can't).

YES. I did it LIVE on YouTube with my repair skill slightly over 100% and a "super tool kit" in my item slot for a boost in repair skill.
