Fallout 2: How do I get Captain Meyers to talk to me?

When I was on the tanker anchored in San Francisco I tried to talk to the captain but he refused to talk to me unless I help his friends. But I tried talking to people around the tanker and none of them seems to need any help at all. What should I do?

Badger is next to the active computer terminal; Chip is the guy just outside that room. Badger might not mention his problem unless you ask him to do some computer hacking, but you can help before then. Just go downstairs, kill a dozen or so hostile critters, try to keep the one friendly human alive. If you're not so good at fighting, talk to Chip; that quest is relatively straightforward.

By helping his friends if i remember right you have to go downstairs from the captain's place, and go talk to this guy (i don't remember his name), and accept to save his girlfriend, save her and he will help.
