It Wandered In From the Wastes
This topic is based on Dirtdigger2000's topic "Fallout 3:Original ideas for perks and traits" but covering towns and locations instead.

an example to get the ball rolling.

The Mine
an evil aligned largish town.
Built on the remains of a subterranean pre-war munitions stockpile this town functions buy mining for weapons and other military supplies in the largely collapsed tunnels of Fort 110-b. This equipment is then sold to bandits/slavers/raiders and other entrepreneurs. The town has a large slave population that for security reasons is not allowed to "mine" for weapons. The armament level is approximately that of new reno.

Options for the PC:
Suggesting that it isn't too much of a security risk to let the slaves mine the areas of the stockpile that don't contain weapons.
Starting a slave revolt.
Starting a slave revolt, then helping the slaves to win.
Doing a bit of freelance mining (mind those claim jumpers and semi-functional defences)
Starting a slave revolt, then quashing it brutally.
Selling slaves.
Starting a slave revolt, helping the slaves to win, then convincing them to enslave their captors.
Convincing the various groups that trade here to join forces to serve the greater good.
Convincing the various groups to join forces to serve your ends.
Starting a slave revolt and then blowing the place up.
Starting a slave revolt, freeing the slaves and then blowing the place up.
and of course.
Going into town getting pissed off with an NPC shooting him/her in the groin with the biggest gun you have and then killing every one in the town.

People (me, specifically) have short attention span. It would be easier to think up of Special Random Encounters one would like to see in Fallout 3.

On-topic however, I would like to see a Jurrasic Park-like (Post-Apocalyptic Park, maybe) area in the game similar to the unused EPA idea in Fallout 2. The player could encounter all kinds of mutated critters, even some dangerously experimented-upon monstrosity. Specifically I want to see a giant fire-breathing gecko breaking loose from its cage, with Ghouls scienticists shuffling along in panic in the background. (Look out it's Geck-zilla!)
