As for the tutorials - Fallout had so banal and intuitive interface that I never needed one. I figured everything out almost immediately when I started playing the demo.
On the other hand, there are some games that should have tutorials, like hardcore tactical/strategic games.
There's nothing as annoying as paying 50$ for a game and then discovering that I have to read a boring 300 page manual that isn't even printed to be able to play it. It makes gaming feel like a second work.
There's almost no survivalism in Fallout 1 and 2.
