For the same reason you fcked up with Fort Abandon. It was probably A LOT cloesr to Mojave Wasteland, considering that NCR never went so far east, even with scouts.

Well, according to both wikis, the F:BoS strategy guide says Los is Los Ybanez, not Dallas, which makes a lot more sense, since it's just the first word of the destroyed city's name.

I found no information whatsoever on any mention of Mesa Verde in FNV or any other game other than Van Buren, so I had no reason to assume it was in any other place. And in fact that Tweet you shared says the ciphers are hiding in the hills, but it doesn't say they are still in Mesa Verde. (And he says in another tweet "its not canon unless Beth. says so."

Well, yeah, that's why I had added "Van Buren map Locates it here, but if it belonged to the NCR, it can't be that far to the east" in the description, but I had no other hint from FNV to locate it elsewhere.
 
Remember that a lot of things could have changed after the divergence. Bakersfield, for example, grew to be a sprawling metropolis. From what we saw in the Fallout intro, it even rivals Los Angeles in size.

Using the same logic, it can be assumed that Los Ybañez grew to a ridiculous size for some reason. Hence, it becomes a Dallas-sized city and a prime target during the war.
