[Fallout1&2] Using High-Res mod for sharp visuals?

I have the GOG versions of the games and I've been toying around with the high-res mods. My question is simply this: what does one have to do to get the menus and overall look of the game to look sharp and smooth? When I play it, the starting menu and everything else looks really blocky and pixelated. It's not that much of a problem, but I really want the best visual experience out of this. The High-Res exe doesn't seem to change anything except either zooming out a lot and making menus look really small. When I try to set the mode to 4 on graphics in the ddraw.ini, all I get is a black screen when I open the game. (I'm running Fallout Fixt, btw). An example of what I want to achieve is here: the visuals look so sharp and rounded. What should I do to get this?
 
Open ddraw.ini in Fallout 2 main folder, find this and make sure these values are set to 0:

I've already got it set to 0 x 0. I feel like it has something to do with shaders but I'm not sure how to navigate any of that. Even then, the ddraw.ini says the graphics mode has be to 4 or 5 (which result in a black screen whenever I launch Fallout 1) in order to change any of the shaders and other stuff.
