I played a human rogue sometime way back and i must say that the leather set human douche doesn't differ much from that "fallout" CA

The Ranger decal is also seen on the trenchcoat armor from the teaser, so it looks like both armors are used by the NCR Rangers.
 
I don't really see the WoW-connection. the armor doesn't look particularly awesome though. but it might do so in-game.
 
I think the armor looks a bit 80s future-tech, which is fine, because parts of originals(combat armor, for example) looked 80s future-tech
