i want to make a simple MASS CONVERTER.

I did one alredy that use a cli, but the bmps are not good in color (like frmcon) so i need a cli which convert like titaniums or the gangerous frame animator. And code one bymyselve, i do not know how excactyl i should make that. So i need a cli or some one who can code one OR somone who can explain it to me, i am not good in programming, but not a newbie
