It would take no more than 5 minutes of the editor's time (or whoever the f*** put this) to determine the time zone, and it would do a huge favor to no little amount of people. I do not agree with you on that.
While there was more pressure on finding the Water Chip it was also a side quest in general in order to encounter the Super Mutants.
The main quest was to defeat the Super Mutants and their master to protect the Vault, and consequently the world.

Oh god, I hope that all the BoS members won't have a T-51b the same way every BoS member had a T-45d in FO3. Wasn't Power Armor supposed to be given only to the elite of the BoS?
