Looking to get into PC gaming; what are "average"

If i had more space that would have read "looking to get back onto PC gaming."

I was a PC gamer since the 80s up until 2002 at which point I dedicated my computers to art (audio composition/mastering and digital photography) and offloaded my "dirty habit" onto consoles (ostensibly because the selection was slimmer for anything worthwhile).

That said, I now utterly lack a PC capable of playing even old Fallouts (I own a crappy Acer netbook now running Ubuntu and an old 867 mhz PPC mac laptop). I just want a system which will run decently under Windows 7 and can play the older titles I like (Planescape, Arcanum, Fallout 1 and 2). However, the ability to run Dead State when it launches and/or Dragon Age 2 would be nice too.

What are average specs?

I feel almost retarded for asking but, after poking around PCMALL for a spell, it looks like the average low cost machines are running between 2-3 ghz processors and come with 2 gigs of ram. However, when I look at the specs of games like New Vegas they pretty much demand this kind of stuff as a minimum.

I'd like to purchase into something that would be capable of weathering at least a few years of releases before becoming obsolete. Any recommended specs to make this dream a reality?

I'm not looking to invest in a huge rig.. maybe $4-500 on the used market.. I just need to reassociate myself with what's what before I go picking through listing in search of a good buy.

p.s. I'm an "ex-computer guy" so I'm good with the jargon and terminologies. My lack of contemporary knowledge has more to do with my utter rejection of computing after Comp Sci, MCSE, Cisco CCNA and A+ certifican burnout (I switched to history, started to travel and read economics instead). .
 
What pretty much define your gaming capabilities today is your Graphic card anyway.

So, yeah, an average processor with slightly more than 1 core, 3-4 gigs of ram...
Just choose your graphics cards wisely so you get a good bang for the buck.
 
For video card I recommend GTS250. It's not expensive and a very decent mid-end card, still capable of playing most recent games on maximum settings. For CPU probably get one of the least expensive quad cores and 4 GB's of RAM. That would be a very good mid-end rig.
In before someone comes along recommending 8 GB's of RAM and triple SLI video cards for "future proof".
