NV locations badly designed?

Does anyone else feel that most of the NV locations are badly designed? Its usually just one shack in the middle of the desert, with junk, maybe a varmint rifle or other low level gear, and a sunset sarsaparilla cap. Boring and not worth exploring for (unless you need sunset caps for the quest).

FO3 seemed to have better fleshed out locations IMHO. Instead of just one shack, locations tend to be bigger and more interesting to explore. Like a school full of raiders with multiple cells.
 
Yeah, some of the locations feel a bit barren. I guess it boils down to the game being rather rushed, so the polish on some minor locations is lacking. Due to that the game is more focused on following the story and the major locations and factions rather than just walking around and exploring random locations.
