Which doesn't prove that children aren't important for cRPGs. It only shows that Fallout had very poorly made family relationships.
On the other hand ToEE has real families, but some dumbfucks had decided children in cRPGs are a big no no and the game really suffered from this.

That probably had more to do with the technical limitations and development time constraints needed to implement a viable "Is anyone left alive who knows I killed these kids?" check.
 
Which doesn't change that it's not a good idea. Good scripting = good. Magical "consequences" = bad.
