The "control tower" is and even if not, we still have the big gun at Hoover Dam and the rocket factory with big, tacky rockets. And I really bet, that there will be more.
 
Yeah, but the Hubos have been bullcrap. The whole idea was shit, in my opinion.
 
I guess it depends on how you bring it, could be funny, could be really bad.

Somehow the idea of seeing the Ghouls' space rockets take off, flying majestically into the air (with some hiccups of course) before taking a dive and smashing up villages and homes, while afterwards all the Ghouls think of is why their rockets didn't work (ignoring all the injured people and destruction around them for which they are responsible) sounds amusing.

Was there even a mechanic that could be described as standing in F3? I think it was just "accepted" or "we're gonna kill you now" (which reset after a few days anyways) but maybe I missed something.

Technically there was. There are 4 stances that actors can have, enemy, neutral, friend, ally. Enemies will always attack one another. Neutral relations mean someone will attack if their aggression is greater than their disposition (e.g if you hit someone their disposition goes down and they attack). I'm not as clear about the differences between friends and allies, the main point seems to be that there are different check boxes for the AI packages that determine whether they come to another actor's aid in combat. So the designer can choose to make them just friends so that they don't attack one another, or allies so that they will come to someone's aid in combat.

The best example of this in Fallout 3 was the Animal Friend perk. You started out as enemies, moved to friends with the first level, and then finally became allies with the second level. But as for faction inter-rivalry no, there was never anything approaching a trade-off between different factions. The closest thing was the Regulators/Talon Company, but that was dependant upon your karma and pretty one-sided - if you had good karma the Regulators wouldn't attack you but they would if you had bad karma, the Talon Mercs would attack you either way.

Didn't fallout 3 have 'skill based dialogue options'?...

So basically this is fallout 3 but you can target limbs?
