Hell I once saw a movieclip about an unfortunate fellow with two dicks (Not a problem you say, double the pleasure) but no each of them were like not present. All he had was like two single glanses (the head of the penis for those with limited english knowledge), no stem just the glans. Poor fellow.

Hehe and Silencer, the split tails is an effect of them losing a limb and regroving it but not the double heads that's caused by a merging of two eggs or a mutation while they're a fetus.

On the other hand, many organisms are capable of merging in their embryonic stage, including humans, so technically, this could even happen to one...
