Recruit pool appearance

I frequently note that some level 1 initiate level BOS recruits don't always show up at the first time you get to the personnel officer. It may take several more maps to get them to show up in the recruit pool even though they are level 1 and BOS. It's like the game wants to restrict your starting choices.

I've set these at 0exp, BOS, and level 1 initiate in the editor. So how do I force them to show up in the recruit pool after Brahminwood?
 
They must be related to a certain reputation level, more precisely a specific rank. I think that in the recruit pool list, you can specify the rank needed to add recruits to the list. If I were you, I’ll check this way, inside campaign.txt file. Then, after updating the file, you will have to reimport it inside Campaign editor. Not 100% sure it is the way to solve your problem, but I’m confident I will work.
 
I'm going to try updating the tables first to see if that works. I have to do a reload of the game first.

I find that edits made before I ever start the game seem to work better. Once you launch the game the first time the changes end up in the computer AppData Local files, but before launch it gets stays in the Program folder instead.

I'll report back in a few days after I use editor for all my changes.

Something I noticed was I see files to open in the editor for the entity and level parts, but in the campaign editor all I see is the bos campaign file, not anything else and it just shows me the world map.
 
Yeah the vanilla campaign.txt file seems to be hard to get your hands on. Mine is too much modified for me to send it to you, but you will certainly find it somewhere. In campaign editor, really all you can do is edit the worldmap, random encounters, special encounters, and import all campaign.txt data. There are options to import only recruits or quartermaster data, and I use them because I sometimes fear that my action will create a bug somewhere, but they are not so usefull. You import to whole lot of data, you make sure the map is the way you want it and you have noting else to do with that editor.
 
Oh, and if you use that editor, never use FT Improver. Use only bos editor. I used FT Improver to play with the Worldmap and It created impossible bugs, like wrong quartermaster items numbers
