Canada was annexed by America and the annexation was completed in January 2076. In Fallout 3 there was a letter in a mailbox in Springvale that read as follows:
Dear Safety-Conscious Citizen -
We are writing to inform you that your family was not selected for inclusion in your chosen Vault-Tec facility. Your deposit has been retained, and your application added to a waiting list for your preferred Vault. In the interest of your family's security in the event of a minor nuclear event, please consider relocating to one of these areas, where Vault-Tec facilities are available without a waiting list:

So what do you think, could there be Vaults in Canada?
 
I don't know but I like the sound of that... wonder what kind of vault that would be. Bet it's stocked up with hockey sticks. That'd be a good spin. 200 years later these hockey teams leave the vault and terrorize the wasteland, beating them with sticks and pucks, pulling people's shirts over their heads. Yeah.

And Don Cherry is like this Stanislaus Braun type character and he's been preserved with advanced pre-war technology so he still has a body but he keeps Ron MacLean's living brain in a jar.
 
Mostly vault that could become underwater, as all the ice would melt with the bombs...

Actually, it would be interesting to have areas not targeted by bombs with minimal residual radiation, maybe in the far north of Canada, or the middle of Siberia...

I believe a good part of the world would be left "nukeless".

Parts of Siberia, Canada, Australia, big chunks of Africa and Amazonia (though that one would probably be gone in a humongous forest fire - that gives me an idea...). Even some parts of Europe, but I guess since it's such a "condensed" continent, radiation would spread easily.
 
South east of France (west country) is still suffering from the winds of the Tchernobyl incident, (high rate of cancer) while Ukraine is a far east country in Europa.

Except if nuclear bombs are less dangerous in the Fallout Universe, (possible, when you see Fo3...) i bet the radiation were high in every european country, when the nuclear bombs were lauchned during the Europa/Middle-east ressource war, not counting possible bombs lauchned during the USA-China war. (possible spared areas would be Greenland, Iceland, Svalbard, and other nordic islands, as they are quite far and not much populated)

I account far north of Canada, antartica, part of Siberia, and some oceanics islands, because they're like 10 000 km from the closest city. Even there, there are still medium chances to suffer from very lethal nuclear winds, as those winds would have more than one source of radiations. Even east siberia wouldn't be 100% safe, if some bombs were lauchned in Alaska...

Africa/South America has many countries that could be antagonistics and if they fight each other, the collateral damages in the other countries could be huge...Or we could consider that those countries wouldn't have the bomb to begin with. Or chose to not get involved...
It essentially depend if USA-Chinese, had allies or if opportunistic countries chose that moment to settle loose ends...

(would be "funny" if 80% of the world just resumed they life as usual, not even bothering to check survivors in USA/China as their radiations are too dangerous. We would have to say that Fallout series are set in a post-apocalyptic location, instead of a world)

Obvious places that were hit were:

US and controlled areas (Canada and Mexico)
China and Indochina (possible Korea if China annexed it or if North Korea had nuclear weapons and was allied with China)
Russia and their holdings in Eastern Europe (with their large nuclear stockpile and still being a communist nation)
Europe
Middle East

Nations that were also possibly hit, or would be overwhelmed by radiation or their governments would break down and it would still be a "fight-for-survival" world would be:
Japan (overwhelmed from the radiation seeping in from China, and possibiliy may also cause their own nuclear reactors to overload and leak. Look at what the Fukishima reactor has done...)
Central America (governments would break down, there would be rioting, and eventually radiation might seep down from Mexico)
North Africa (if they are allied with the Middle Eastern nations)

Then you would just have the nations of South America and the lower Africa, whose governments would probably break down without the help from international trade for the SA nations to keep their nations stabilized, and Africa isn't exactly stable to begin with so...

Pretty much the entire world, except for maybe some of the southern Pacific nations/islands that are in the middle of the ocean would have been hit by nuclear weapons, affected by radiation from nearby nations that were hit, or their governments would break down and it would just become post-apocalyptic anyways.

So the whole world is screwed no matter what.
 
Talking about Japan... Japan is very dependent upon external resources. Unless it was investing like hell in nuclear power sources, pre-war Japan was probably going up in flames long before the war, Sengoku Judai-style. Japanese discipline only goes so far. By the time the nukes come, some smart survivalist might only notice the difference because of the destruction, the radiation and the smaller amounts of people trying to attack.
 
As Fallout 3 tends to diverge so far away from the actual Fallout timeline, I don't think that the letter should be taken as canon. However that being said, there probably were civil defense bunkers which existed in Canada in the form of the Diefenbunkers, along with any other civil defense sites set up by Civil Defense Canada/Canadian Department of National Defense.
 
Don't forget that after all these nukes went off the atmosphere would be affected globally.

I've always felt it was kinda unclear whether this was the case or not in fallout. 200 years is a long time for the human race to completely isolate each other, outside of their own countries. We never hear much about anything outside of 'California'

Planes, boats, helicopters still exist to some extent in fallout, so it's not impossible some people could travel large distances.

If there was a World War event like this, no matter how much the devastation, any gov/military powers that still exist are going to try and claim new territories. At least people from greater affected areas would try and migrate if it were possible to another continent.

So I think we are left with assuming most of the world is in total ruins.

I like the idea of fallout set in different countries. If there ever was a fallout set in a different country, I think Australia would be the best choice. There is a lot in common with California landscape, so it would still feel a lot like the same setting. Also tribal communities still exist to some extent IRL, so it could have it's own version of the tribals. Also being allied to US it wouldn't be too far fetched to still have a US military presence in the game. Plenty of space for secret underground bases in Australia for example. It's also part of the commonwealth, so there's multiple angles here.

I do remember that letter, which is a great suggestion. I would think that some kind of radiation would still have affected the area, by how much I don't know. Being in Canada though would be interesting, since there's a lot more remote areas but the premise of there being vaults in other areas has to be feasible. Since Vault-tec had their hands in everything I think it'd be interesting to have that premise fleshed out in some capacity.

I always assumed there were more vaults out there.
 
All Vault-Tec vaults were completed before the mid-2070s, and it takes around 4 years to construct a vault even under the best of circumstances-- most were beset with delays. The annexation of Canada didn't begin until 2072. The U.S. Government didn't even have permission to move troops through Canada to the Anchorage front or to guard the Alaskan oil pipeline until 2067. It's possible that there are hardened military facilities along the pipeline or towards Alaska and perhaps a hardened occupation hub or two elsewhere, but barring a retcon, it's unlikely there's anything with the size, corporate/Enclave parentage, or intent of an actual vault.

Edit: Then again, if I'd been smart enough to read the OP, I'd realize that Bethsoft had basically already retconned this. The timing works out to where they may have been planning locations in Canada (or had already broken ground on them) when the bombs hit, but it's prohibitively unlikely that any would have been completed unless they were built at the speed of plot.
