What would you guys like to see in a hypothetical Fallout game set in Colorado

Where'd That 6th Toe Come From?
So, I’m from Denver. I love Colorado, and I think it’s a shame it was never featured in any games (RIP Van Buren). I wanted to do a little exercise today, and I’d like all your guy’s help! Let’s make Fallout: Colorado.

My version of the Fallout Universe’s Colorado will differ a little bit from the lore, but since FVB isn’t canon I think that’s okay! Colorado is naturally a, well, naturalistic place. I’d like to have a lot of primitive cultures around, and here are a few ideas for that! But first, let me do a quick overview of the setting.

I would want this game to take place around the 2250-2260s. Caesar’s Legion would be encroaching in from the East, but their holding in Colorado would be limited to one slave-catching outpost to the Far East of the region called Cortex. Colorado, therefore, is a mostly independent region, with no centralized control. Here are the factions I have planned-

The Twin Mother’s Tribe- This one would be the exact same, or at least similar, to what was presented in the Fallout Van Buren documents. They could be located somewhere around the Rio Grande National Forest.

The Twin Lakes Tribe- This is an original faction idea I had. They’d be a primitive tribe descended from a bunch of families of survivalists (5 to be exact- The Aguilars, Collins, Donners, Smiths, and Troys) They were originally from Denver; but migrated decades ago after the raider, slaver and especially dog attacks got to fierce. They’d be a small faction, but you the player would start out somewhere near them. They aren’t pacifists, but they are getting preyed upon by Legion Slavers.

Caesar’s Legion- Like I said, Caesar’s Legion has a small presence in Colorado at this time, mostly stuck at a small outposts called Cortex along the I-70 highway. The Legion here would be lead by a man named Centurion Cassius of Lukachukai, and they’d mainly be there to collect slaves. I’d say there’d be no more then 200 legionnaires there.

The Hangdogs- Like the Twin Mothers, they’d be similar to how they were depicted in the FVB design document.

The Uncompahgre Tribe- This Tribe would be an extremely violent, and war-like tribe, similar too that of the White Legs of Utah. Inhabiting a space near the Legion outpost of Cortex, the Uncompahgre’s Chief would be extremely interested in joining the Legion and would tasked by the Centurion to help them collect slaves and
whatnot.

Buchanan’s Brigade- Theyre wouldn’t be any Enclave, but there would be a faction descended from them- Buchanan’s Guard. Led by Commander Adam Buchanan, they’re former Enclave members who have in the 20 or so years since its fall taken to the abandoned Cheyenne Mountain Complex. They’re small, only about 80 of them, but they’d be important- They’d relinquish the old ways of the Enclave and simply want to rebuild something. Anything civilized. They’d be mostly men though, so they’d be buying female slaves to try and grow their population, or capturing them themselves- No tribal being able to match their power.

Super Mutants???- Guys give me your opinion down below but personally I think there could be some scattered groups of mutants here and there. They’d ALL be migrated from the masters batch or the enclave’s, only about 10 in the game. Though most tribes hate them, they can’t be easily killed, and so are mostly left alone.

I’ll be posting more down below as I go. What do you all think?
 
I would like to see the Legion fighting against a new faction with no BoS or Enclave.
 
I want slave sex tents where you pay the Legion to lay with their women slaves, maybe a quest line where you could help a slave girl escape but you could also betray her halfway through and lead her into a trap where legion mongrels ambush her and start ripping her stomach open. Then maybe the legionnaire in charge can pull her nails out or put some hot coals in her eye sockets, you know just some fun little things like that to show how little the Legion tolerates the slaves' shit. Maybe it could have an alternate start where you're working with the Legion and the legionnaire tasks you with trying to root out any rebellious slaves and to get her attention you have to woo her with your charm and strength maybe confide in her that you think the Legion is totally bad and stuff. Eventually when you get her to trust you, you can whip her into action and get her and a few others to try and escape as well. But then you spring the trap as they start their escape so they are taken captive to be executed. The legionnaire could then be like good work, bro but we got to make sure this skank didn't change you so like go finish her off and shit. Then he leads you to where she's being kept and leaves you alone to do your work. So you have multiple choices on how you want to go about it: burning coals in the eyes, nails in the hands and feet, breaking bones, etc. Then eventually you mind break her with some Stockholm's syndrome type of shit and she's crying about how much she loves you so you smash her brains to mush with a super sledge or something. Then the legionnaire guy's like wow dude that was fucking brutal, never should've doubted you mah niggah.
Ha Ha Ha! Wouldn't that be sick and wrong Ha Ha Ha! Who would even go through with that type of thing Ha Ha Ha! A sycophantic I'll tell you who!

Seriously though something that expands on how the Legion works when Caesar or a Legate is around and how that effects their attitude, discipline, whatever.

I don't think Buchanan's Brigade should be inhabiting the ruins of CHeyenne Mountain - not only is it far too large a facility, I always preferred the Van Buren concept of Cheyenne Mountain as a radioactive crater that ghouls wander out of from time to time, perhaps with something more exotic going on in the surviving catacombs. But I think you can safely send the Brigade to one of the numerous air bases or NORAD bases scattered across Colorado.

But largely very good ideas, I especially like the restraint you exercise with no more then ten Super Mutants being in the whole wasteland. You could have a uestline where you either exterminate them, or get the gang back together in a more remnants style mission, but with a lot more opportunity for choices with so many variable characters. It would also really be cool to get to speak to ten different individual mutants with different characters and outlooks, and would sort of send as a serve off for the race in the series (which ought to be more or less retired IMO)
 
It's worth noting that I think it is directly stated or at the very least implied (I think by Ulysses) that Colorado was not very naturalistic at all, and was in fact pretty much a barren hellscape. The Legion could not harvest enough tribals or resources to the point that reaching Denver nearly broke them, because harvesting from the Colorado Wasteland was like pulling blood from a stone. Why this is we don't know, it could be that it got hit particularly hard, but I also like to think that with the Van Buren lore that the New Plague sort of stuck around in that region. Which made it very hard for any sort of post-war civilization to develop.

Yes, I’d rather have 10 super-mutants like Marcus or Lily or Keene with interesting backstories then just having them be common.

You could always pull lore from Reservation for Cheyanne Mountain, it's not the same facility but similar.
Not a terrible idea, but I think they would have to be more like the Ghost People then the planned Reservation: rather than being a slave trading settlement, its hidden in the deepest portion of Cheyenne Mountain. Most people think ghouls just wander out of the crater, eiher adventurers who are ghoulified or the old staff that still wanders out. In truth, these are failed experiments by a secretive reservation that uses an extensive tunnel system to kidnap people from nearby villages, in addition to having a few masked slave traders that buy from the Legion.

Characters

Here are some ideas for characters I had.

Centurion Cassius of Lukachukai
Centurion Cassius is a tough and brooding man. He was personally selected by Caesar himself to establish the Cortex outposts in Colorado, realizing the state was an untapped well of slaves and manpower. Cassius mainly oversees the capturing of slaves, although they are occasionally attacked by raiders/tribals.

Adam Buchanan
Commander Adam Buchanan, a former Enclave officer stationed at Navarro, is currently the leader of Buchanan’s Brigade. After the Oil Rig was destroyed he took as many soldiers and vertibirds as he could, and flew to Colorado. There, they set up in the Cheyenne Mountain Complex. He currently wants to rebuild the Enclave, but is facing trouble doing so; his brigade is mostly made up of men, so they have been forced to kidnap tribal women as slaves and breeders, to the chagrin of many amongst his ranks.

SGT. Matthew Johnson
Seargent Matthew Johnson is one of Adam Buchanan’s underlings. He is/was a loyal friend to Buchanan, but he is getting extremely angry about his leadership; he objects to the taking of slave women, saying it is degrading their pure-human genes, and thinks Adam Buchanan is going insane.

Owen Troy
Owen is the leader of the Twin Lakes Tribe, and is described as a fair, and just, leader. He fiercely hates slavers, and therefore hates legion; especially after they kidnapped two of his children, Trisha and Alek, along with other members of his people. Though he cannot oppose the Legion, he desperately wants his children back, and is willing to pay a handsome price for their safe return.

Thaddeus Cato
Thaddeus Cato is a Legion Frumentarii, and has been sent to the Uncompahgre Tribe to try and strike up an alliance with them. The tribe of violent warriors, respecting the Legion’s power, want to join up.

Vargo
Vargo is a super mutant who inhabits a place near what used to be the ruins of the city of Denver. He was an extremely fortuitous creation of the Master- With an extremely enhanced intellect, almost rivaling they Lieutenant. He and a few of his old super mutant comrades (6 of the ten muties in the region) have created a small camp, and are regarded as boogeymen by many of the tribes, many of whom having never witnessed a super mutant before his arrival. He once inhabited Broken Hills back in Nevada, but decided going deeper into the East was the best idea.

Whilst Ulysses' viewpoints on the Courier and the Divide can be seen as unreliable, his life experience as a Frumentarii and major source of information for the Legion's conquests are not.

It could be. It was a barren hellscape to the Legion, but that doesn't mean to everyone. If it was a nightmare Wasteland full of dangerous old world ruins and junk, with hardy survivalist groups dotted around and only a handful of tribes it wouldn't be useful to the Legion because they rely on populous agricultural communities and post-war flora/fauna, but to a group like say the Brotherhood or Prospectors it could be an untapped heaven of the Old World junk. In much the same fashion that The Glow, Big MT or the Sierra Madre would be completely worthless and actively avoided by the Legion, but they're still some of the strongest/most enjoyable parts of Fallout.

For example a sliver of my Fallout PnP Campaign took place in Colorado, and one of the towns that turned up there was effectively an exaggerated pre-war landfill with mountains of trash. Occupied by prospectors who had created a whole mine network into the mountains of junk, fending off mutant insects and creatures that dwelled within. A place like that would be a cancer to the Legion, but it doesn't mean it's empty.

Well, what if the Western most part of Colorado is desolate and whatnot, but as you go East, it gets more fertile and less barren due to The Nursery. Maybe all the plants from the Nursery Spread out creating fertile plants to the surrounding regions

I don't think that's neccessarily a bad thing since the OG Boulder Dome ended up mutating creatively into the Big MT and Sierra Madre anyway. You could pretty easily turn Boulder Dome into a compelling survivalist community in its own right.
