During the preparations for some Thing I won't tell you about today, I have found that there's no place for the Vaults 12 overseer to sit inside!
So I have made some searching on the subject - and I couldn't find anything like the v13 case (computer instead of the overseer) or else.
I was just ready to believe that there were no overseer there, they had some kind of democracy (annarchy or even communism) inside the vault, or the US Goverment did not want to spend the money on the expensive hydraulic minigun-equipped "throne", if that vault was going to never close properly (as the Vault Experiment programme says).
But WHAM!
I found in one of the Fallout Bibles timelines, that that overseer really existed:
Do you know anything more about the lack of the overseers "throne" in the Vault 12 map in the game?

Set takes control of Necropolis, wresting control from the original Overseer. The Vault 12 Overseer is driven north and never heard from again.
