You need both the high res and the unlimited cities patch for the mapper.Thanks, that thread says to check the languages, but both fallout2.cfg and mapper2.cfg says its english. But its still complaining about the missing fonts?
Edit : Oh i didnt realise i was supposed to point the file paths to critter.data instead of the main fallout 2 folder.
Im not getting the fonts error, but now it says that it cannot open cities?

Check scripts.lst and find what the name of the script you want to change.For example, im trying to edit balthas's merchant inventory so that he actually restocks the leather armor mk2, but i dont see anything in his NPC script that controls that. How do i figure out which script controls that?
