The other day I day-dreamt about a very sand-boxy game simply called/themed "Somalia"
It would be like GTA, but with both violent and peaceful career options. Each career would have a few "token" promotions (so not to bog the system down)
for example
Student->Teacher->Doctor->Surgeon
Hoodlum->Rebel->Sargeant->Warlord
There would be some kind of interconnection between them, for example, doctors and surgeons would fix up injured rebels.
Obviously, each profession would be a "mini-game" in it's own right. One would drive buses or taxis, for small, local businesses, or fish or raid out on the ocean.
A background vibe of the game would be constant danger of stray bullets, surprise attacks by enemy factions, even Ethiopian/AU/US interventions, and of course - during the course of the game, territorial control would shift according to AI efforts (if the player is uninvolved in warfare)
A player playing as a rebel soldier would have the oportunity of playing typical fast and hectic first-person shooting, while one having been promoted to warlord or general would play it as a strategical map game.
I even imagine a kind of favor/disfavor system for commiting obvious crimes, in a country suffering from complete anarchy. Whichever faction controls the ground where you commit the crime, you will gain favor or disfavor by commiting crimes/doing heroic deeds. The more favor you have, the more you'd be allowed to go around acting like an asshole - but overdo the assholism, or neglect duties, and your favor would drop again.
I'd love that game
