Are you testing it on someone in combat armor? I think armor-bypassing criticals ignore only DR, not DT. Find someone in just a leather jacket, and the numbers should come out as expected. The calculations are all done with integer arithmetic, so everything is rounded down.

That the original release of Fallout was in Classic doesn't matter to a savegame editor. That it uses the Carbon library, rather than Cocoa, might be a problem; I don't know how well it's supported in 10.5 . Processor emulation certainly doesn't help.
