    Am I wrong to assume that you intend to publish this book? Doing so is virtually impossible without licensing Fallout from interplay, and if you were to publish it as a d20 product, it would have to be entirely closed content because of the license.

    I think that modding stuff like rules (the .RLZ files) and dialogues will still be fairly simple. Adding new stuff, particularly graphics, may be near impossible, however. Modifying character/creature models will probably fall somewhere in between those two, with textures being the biggest problem.

    As far as I know, this applies only to combat skills. There are many situations in FO2, for example, where you have to have a certain % in Doctor or Science to succeed at a task, and there is no chance of failure (not even the 5%) whatsoever.

    This is quite correct. I imagine that the rants about not having the "%" sign behind the skill number are just a bitter reaction to the other changes made to the system. Since a number of PnP systems use percentages, I can vouch that none of them that I have played (and I have played a lot)...
