I just checked this as I'm leaving for work, what an awesome surprise!! Great work Killap! Looks like I won't be sleeping tomorrow.

1. Sound problem confirmed, and I think that it has no connection to music path in fallout2.cfg, as the path is normal.

About the sound problems, it's the Hero Appearance Mod's fault.
From ddraw.ini:

Disclaimer: I don't know exactly what this mod does, so before everyone starts disabling it you should maybe wait for word from killap first.
That's not the only remedy at all; the normal method to configure sfall is via ddraw.ini. Mash's res patch provides shortcuts for modifying a couple of the more common options in game, but if you manage to break things such that you can't get in game to change them back, just modify ddraw.ini directly to get things working again.MapHtH said:2.
