I think Nuka World and Far Harbor were quite good.

Sure the concept is neat. But we shouldn't judge something entirely on its concept- execution plays a large factor also. I think if you take Nuka world as its own game and not a fallout game and not by bethesda but by a smaller studio with less budget and experience you'd probably say yeah that okay maybe even good. But really they have excuse what so ever for that bullcrap over charging the seasson pass ect. These are same people who made skyrim obivlion ect don't forget. You could even count one already good DLC Far harbour

So i don't know how you can defend it what so ever. If you enjoy it far enough but this is literally probably bethesda game studio worst peice of work they have ever produced other than the wasteland workshops and the horse armour DLC.

I don't even know how you rate this compered to far harbor let alone even if the lore is so badly messed up for some players well literally every player as they where forced to be good the whloe game

Because it was fun, colorful, and enjoyable to play more than anything since Fallout 3. Probably the best thing Bethesda has produced for Fallout.
