I'm serious when I say Nebraska.
It'd basically be a fuck you to the Bethesda world of "everything packed into one tiny location" we've had with both Fallout 3 and New Vegas ( and I assume 4 )
Just wide open emptiness everywhere. Hell, if Nebraska's not as bombed out as the other states it might actually become a pseudo-paradise in its own right. Plenty of farmland etc. Watch out for tornadoes though.
