Again, the concept art is really too far away from the buildings to give them any of the 50's detail but, for what its worth, it's a World War II era Aircraft carrier rather than a modern one.

Aircraft carriers are almost always relatively close to shore during combat so that the aircrafts can circle in over land easily. In the middle of the ocean they have little strategic value and are more vunerable to submarines and missiles...

I like this one - even if the carrier seems a little narrow at the bottom, like if it could tip over if it actually was in the water.

Still - not bad... not bad...
 
Reminds me of Waterworld. Also, that vista and the aircraft carrier, at least for me, trigger the connotation "New York".
 
Nice piece of art for sure. I'd still love to see a retro piece though. You know, retro 50's and such... jazz, etc.
 
That just doesn’t look like Fallout. Yeah, that’s a nice concept art, but that just doesn’t seem like there’s 200 years past since the war. This one and the first concept are lookin’ just like forsaken, empty cities without any livin’ soul. I like it, but it’s still not Fallout.
